Why no AI?
This problem can be improved with simple rules and a visible queue. AI classification would add cost and uncertainty before the client has evidence it is needed. A later ambiguous-classification step would hold low-confidence items for a person.

Why it helps
The extra rules make the tool safer to hand to a team: less duplicate chasing, clearer ownership and exportable evidence. It also avoids pretending AI is needed before the workflow justifies it.

Tested duplicates, invalid/paused intake, review state, reload, filter, reset and CSV export. Production still needs authenticated access, secure storage, logs, backups, failure alerts, provider checks and rollback.
